How do I Create a Metallic Gold Bead Border on Cake?

I want to make a pink cake with the metallic gold bead border. Should I roll the balls by hand or use a bead maker? Also, should I paint the balls before I put it on the cake and let them dry or after they are on the cake?

Bead mold, paint after they're on there.

Thank you!! Do I need to put some paper underneath them as to avoid splashes on the cake board?
