If NJ had cottage food laws you would legally be allowed to sell cakes from home. Since they don't, you must bake out of a licensed and inspected commercial kitchen (which you may be able to build on your property as a second kitchen if you have the money and the space).

If you run an unlicensed home-based bakery in NJ you run the risk of being shut down at any moment by the health dept, the best way to avoid this is by following the law in your area.
