I have been asked to create this cake in 2 days due to the baker canceling. This is the sketch done but I cannot figure out the middle part.. I was thinking paneling but thought that would look silly.. I then thought the tie die look but it doesn't really look tie die either. Any suggestions on how to creat this look? Also, I am worried two days is not enough for the shoes.. any thoughts on that as well?

The middle tier is covered in pink fondant. To decorate, it was first of all sprayed with diluted color in water to make the pastel areas.
Then black fondant was rolled out thin, cut into those strips, and stuck onto the still-damp spray to make stripes. Commonly called zebra stripes if you need to find an online video.
Shoes will be a problem depending on what material you use to make them Styrofoam covered with modelling chocolate would be OK the day they are made. But ask the customer to see if the previous cake maker has already made the shoes.
Finally, call the customer to check. Those darker pink strips around the tops of the tiers might have been to suggest that this is a stacked set of hatboxes with "lids" that stick out.

The first thing i though of when i saw the middle tier is the wilton sugar sheets. The tier is first ice in pink buttercream or pink fondant,then the black and white sugar sheet is cut to fit the side of the cake,applied,then sections are lightly airbrushed different colors. I'm not sure if thats the way its was intended to be done,but thats what i thought of when i first saw it. hth!
