I purchased some modeling chocolate, but I seems dry and not pliable at all.  In fact it is like working with dried up taffy.  I did use crisco to try and make it more pliable, but I am sure that it is not supposed to be that dry or hard.  What can I do?

warm it just a little in the microwave at half power, a few seconds at a time.  When it is pliable work in a little corn syrup or water, just a little at a time until it is the consistency you want.

Where did you purchase the modeling chocolate?
