Hello all,

Please is this a ribbon rose at the base of this cake, the white flower? If not, please any advice on what it is and how to make it?

No.  It appears to be this ruffled fantsy flower without the wire:

To fit them to the bottom of the cake as they are in the photo, you might have to trim the bottom a bit to get rid of the excess.

 

This would be a ribbon rose:

 


 

As you can see the fantasy flower is much more delicate.
