Huddler is basically turnkey forum software, there's some configuration involved but you usually don't need custom development so I don't see why it wouldn't go live this coming week as planned. Personally I prefer the Fusetalk platform but Huddler has a pretty good interface, here is an example of another forum that runs Huddler:

IMO the bigger issue is that staff and moderators are not actively involved in the community, hopefully that will change once the new software is in place.
Out of curiosity, do you know if the Huddler program's review function act as an affiliate program type thing, where reviews link to product listings on Amazon etc and then the site gets a percentage of any sales that come from here?
It can have an affiliate component, but ideally it would not be directed at a specific vendor, ideally we would have multiple online cake supply stores providing data feeds of their product catalog so that we can list pricing from multiple sources, allowing you to get products either at the best price available, or easily find it from your favorite supplier. This of course depends a bit on the ability of the various online retailers to provide us that data feed and choose to participate in the program.
In an ideal world, the cake central community would have a resource to share reviews of products they have used, research products they are considering buying, and finding the best prices available on those products. In the cases where Cake Central has an affiliate agreement with the retailer, we would also generate some revenue for connecting the buyer with the seller.
