That looks like ganache to me. I use Rose Levy Beranbaum's recipe in The Cake Bible. Here are some I just did with ganache:

Thank you! I dont exactly want ganache.. I know there are recipes where you can use cocoa powder/powdered sugar and melted chocolate so it isnt quite as thick... I just need to find the right one! I appreciate the replies & links.

I have to say...I made it once, a long time ago...it was good, but not great...
I attributed that to the cocoa recommended.
I've never loved anything I've made with either of Hershey's cocoas.
I always planned to try it again with another brand, but never got around to it.
