Does anyone know what kind of flower this is? And if so, which cutter is used to make it?

No idea! It sort of looks like an orchid on steroids I'd look at a website that sells a wide selection of sugar flowers and just browse through them for something that looks like that; them see what they call it It could also be the artist's made up flower!

Too funny -
I see 3 of these ???flowers with some ???leaves--a peorchony? or maybe an orpeochid?
I think I'd use the large, ruffled petal cutter from a cattleya orchid set to form the flower and the longer, thinner cutter to form the leaves.

That's a fail orchid. Looks like it has an orchid center and then they got tired of making orchids and stuck some giant rose petals behind it for the peony look.
Seriously, it looks like someone was making a large orchid but put too many layers of petals on it? There's more than one on the cake, and the leaf things on either side are there for filler between the flowers, as far as I can see. It might be an orchid with giant round petals, there are so many varieties it could actually be based on a real one.
To me it looks more like a gardenia than anything else, but I am definitely not a botanist.
