I am making my son's wedding cake in a few weeks. The cake is going to have polka dots on the fondant ribbons around the base of each tier. The tiers are 6" 8" 10" rounds and a 12" square bottom. The questions I have are: Would it be easier to make the dots out of piped royal icing? Cut them out of fondant and stick each individual dot on with glue? Cut the dots in the ribbon itself and allow the color beneath to show through the holes. I am going to try to attach a sketch of the cake so it is clearer what I am talking about.

I would cut the dots out of (very thinly rolled) fondant and 'glue' them in place with a dab of water. Use just the slightest amount of water (a barely wet paint brush) as too much water might make them slide down the side of the cake (guess how I know ).
I agree with deborahanne, cut them out and attach. You can make them with RI but personally I prefer the look of fondant on fondant.
I agree with the above posters. If you used RI, the dots will be mounded. Fondant will look nicer. Unless your going for a more 3D effect. Than RI all the way
One thing to think about is if you pipe them they will be rounded and look like polka dots. If you make them out of fondant they will be flat and look more like buttons (or similar). You can hand roll fondant into tiny balls for a more rounded look. Bet way to make them all even is to roll out the fondant evenly; use a round piping tip (size of tip used will determin final size of dot) and roll into a ball w/fingers or between palms. To dry - lay them on a pad of paper towels OR a soft sponge
I did a similar look for the ladybug birthday cake. I used red fondant bands & piped black buttercream dots. It was much easier than the other methods, & I really like the look.
I use a dab of water & gently tap the dots to be a bit more flat.
