.........I would tell her that for health reasons you cannot decorate a cake that was baked by someone else. Once you put your icing on it you could be held liable for the baked cake because if someone got sick it would be hard to say if it was the cake or the decorations.....

As I remember Health Depts will NOT allow this unless you go to their home/site. You cannot bring any baked goods into your shop and work on it as if you baked it.
