.........I would tell her that for health reasons you cannot decorate a cake that was baked by someone else. Once you put your icing on it you could be held liable for the baked cake because if someone got sick it would be hard to say if it was the cake or the decorations.....
........You can, but I would structure the transaction as selling your professional services as a decorator at the customer's site ......

As I remember Health Depts will NOT allow this unless you go to their home/site. You cannot bring any baked goods into your shop and work on it as if you baked it.

There are a lot of people around here who think a cake comes out of the oven in its decorated state, flowers and all, LOL! I had someone ask the same thing at a cake expo I participated in but I think I will go with the three quarters price like I do with dummies. Honestly most of the work is in the decorations anyway.
