wondering if any of you may have suggestions on what i would use to get the blue 'hair' on top of this cake?

My mind is stuck on stiff peak meringue...Im guessing its just buttercream? what tip or technique would i use to make it look like that?

I'd say buttercream with a large leaf tip
Just when the caterpillar thought life was over it bloomed into something beautiful.
