Ruffle Effect

I have a bride who wants a cake similar to the picture attached ( I hope I got it attached correctly!)
She also does not want fondant. I think ths cake is covered in fondant.
Can this technique be accomplished in buttercream?

It looks like most buttercream ruffles on cakes are very close together. You could try piping ruffles farther apart as a test and see what it looks like. It might be acceptable to the bride.
