The easiest way for me would be to use an edible image printer and print out the filmstrip in the actual size you will need. then roll out a strip of gumpaste and glue the filmstrip on to it. shape it however you want then let it dry and set on the cake.

I actually just did that on a graduation cake. I cut 2 circles out of fondant and let them dry. I cut a long strip out of black fondant, rolled it up and placed it between the 2 circles. I also used a black food writer to make the top disk look like a film reel. You can see a picture of it here: http://thekitchendunce.blogspot.com/2012/06/graduation-cakes.html[/img]

I made this cake years ago but you can do film strips in a smaller scale.
I took black fondant and cut it into strips, then cut out little squares for the sides (you could probably get away with a small icing tip to do this) then lay the strip over those half pipe looking flower formers (dowels might be a good diameter for cupcake versions). Let them dry and they're good to go. =)

If you dont have an edible image printer then I'd suggest you print out on regular paper then take that to your local grocery store that does edible image cakes and ask then to print it out for you on edible paper. Where I live, Albertsons or Winco will print sheets for you for $8-$10 each. I'd suggest you fit as many film strips as you can on 1 page before you take it to them.

The sheets are surprisingly sturdy. They should give you the printed sheet inside of a ziplock bag, if not, then you put it in one so it won't dry out and become brittle. I have kept them in ziplocks for a few weeks with no problem.
I usually cut them with scissors or an exacto knife if it has small details where scissors wont fit.
I would first roll out my fondant or gumpaste to the thickness I need. Then cut out the image and brush a bit of piping gel or corn syrup so it will stick. Lay the image on to the fondant/gumpaste and lighty press. Be careful no to smear the ink if its still wet. Then cut around the image with the exacto knife. Bend it to shape it if you don't want it to look flat. Be careful not to stretch the fondant /gumpaste or you may tear the image. Then let dry.

If you look at my pictures, the eyes on Oddie the Donut cake (pg 1) and the Betty Boop Cake and Monster high cakes (pg3) all have this technique used on them on the toppers. Good Luck!
