These are just regular white liners - let me try to explain how you make them sit like that ...

Take a small stack of liners (like maybe 15 - 20, not too thick of a stack) and start making a crease about half an inch down from the top of the liner. Pinch this crease all the way around, so you are in essence making the base part much larger. Now you should have a cupcake liner with a larger base and shorter sides, rather than what you started off with (small base and tall sides).

That is an actual liner. I bought a bunch of them one time for something or the other. Unfortunately I think I got them at a local shop. . .
