How Would I do This Cake

Hello, I was wondering how I would get the blue, yellow and red sugar around this cake. Is it blown sugar? I could really use some help! It needs to serve over 100

Did the description say it was sugar? Because I'm not seeing it.

That's done with rock candy/rock sugar. I'd just buy it--it's a pain to make.
