2. I would suggest that you visit the nearest law library, and get a look at some law books (If you explain what it's about, perhaps the librarian can direct you more specifically). Then do a cake with two or three slightly skewed rectangular tiers, each decorated as a law book, perhaps with a figure of Justice on top.
Many years ago, I had a disagreement with my city's government on whether multiple DBAs registered by the same sole proprietor (myself) required separate city business licenses. I spent a fair amount of time looking up precedents, presented my case to the City Council and the City attorney, and got a call back from the City Attorney, a few days later, with one question: "How many sets of books do you have?" My answer, of course, was "One." "Then you're one business."
