I have a Silhouette SD electronic cutter and use the accompanying Studio software to design and cut cupcake wrappers and toppers for cookie bags.
Thanks will look into it! Also I thought Photo shoot was being used?

Don't know anything about Photo Shoot, there is a PhotoShop, maybe that is what you are thinking of??? Here is a template that you could use to hand cut wrappers:
