I am trying to do a fantasy flower. I am having trouble with getting my petals to ruffle up. What could I possible be doing wrong? Thanks in advance for the help.

Are you going around the edges with a round tip fondant tool?

Have you made this flower before? Have you ruffled before? Is your gumpaste too dry? Are you using gumpaste only? Or a gumpaste/fondant mix? Cause gumpaste only would be better.

Wow, thanks guys for the responses. To answer your questions:
No, I haven't done this before.
Yes, I have the ball tool.
And yes, I am using a fondant and gumpaste mixture.
The process is:
cut petals
thin out the center
go around the edes and that is far as I have gotten

Are you placing the petals on foam before running the ball tool around the edges? If so, thick or thin foam? If not, try it and see if it helps at all.

Try rolling the ball tool back and forth a little. Also, someone the other day - maybe labelle? - said she used the pointed cone tool instead. Try that. HTH
