I want to make handbag or flip flops for decoration on cupcakes either with fondant/sugar paste/ modelling chocolate which you think is better. Can someone please help me ???

I would use whichever medium you feel most comfortable using. All 3 would work, though if you're using fondant make sure you have a few days to let them dry. Hth!
