Good morning, afternoon, evening CCers, whatever time it is wherever you are. So couple has requested cake below for September wedding.
1. The swags. Are they in fondant or royal icing? I am thinking it's RI as there seems there is no fold. I want to practice and I suppose I will use rose petal tip?
2. They also requested two more tiers which will look like the top tier to be on the sides of the main stacked one. Which size will make it look nice, the bottom or mid tier size?

Neither... it's all buttercream. Yes... use a rose petal tip.

Not the bottom size, but mid or top size... yet it really depends on how many additional servings they need.
Thank you so much. Now that it's going to be fruit cake covered in fondant, I will have to use RI. It can be done with RI right?
For the tiers I will use medium as per suggestion. People in my world do not care about servings. They just consider their budget.

Let us know how your practice session goes (I rarely use royal icing).
In my world, servings are directly related to budget... a larger cake requires a larger budget.

Even in my world a larger cake requires a larger budget. They just do not care about servings when choosing big or small. Only what they can afford. In this case the couple said they just wanted something that will look nice for side tiers.
