I don't think that is the reason people buy online. Generally the prices online are just significatly cheaper even before you factor in sales tax due to warehouses have alot less overhead as opposed to a store front. Not that much different then home bakers being able to charge less because they don't have to factor in the overhead of the store front.
I also don't live in California anymore but grew up there and my family is there so still spend alot of time there. None of us have ever even heard we were suppose to report and send in use taxes.
