Hi I'm planning a baby shower with a whale theme, i purchased two cookie cutters a whale shape and a crab shape however i needed help or advice on the icing, I found this image

Can anyone tell me how to ice the cookies like this, if theres a special icing please let me know. I am new at this and am trying to make these the right way any advice would be extremely appreciated.

that is royal icing and it's probably a color flow method. i'm just an amateur in decorating cookies so more detailed on how to do it could come from someone else. there are LOTS of videos you could search for on youtube that could help you see how it's done.
It is royal icing, they outlined and flooded probably. Do a google search like PP said, you'll find tons of good info!
Agreeing with everyone else, and also offering another suggestion that would work and possibly be a lot easier, providing the recipient(s) don't hate fondant. The cookies will normally spread a little as they cook, so you can use the original cookie cutter to cut the shapes out of fondant, and they'll cover the cookies in the same kind of way. But you don't get the yummy sugar-y-ness of cookie icing that way >_>;
