Tips On This Ruffling Effect

I was just going to get my dummy out and play at it but I thought maybe I thought it would probably be useful to get some tips/ advice first

Im making a 5" carrot cake with decorators cream cheese icing. I am hoping for this effect

Ruffle cake is the first pic. I know how to do the sides but looking for some thoughts on the top. There is a better picture closer to the bottom.
Any tips how to acheive this?

Basically, pipe the sides first, working from bottom to top, then pipe the ruffle on top, working from the center out.
