Basically it's the garrett frill cutter with the frills ruffled and individually placed on the cake from top down.
You really wouldn,t have to use any kind of cutter. Just cut strips thin, use powder sugar and dust a little bit and frill them really good. I usually frill on a hard surface rather than something soft. It will work great. hth

Be aware, you will start this cake and you will wish you hadn't. I covered a 6" round with it and I was so bored of the technique by the end of it!
