I see lots of pictures of cupcakes where there are two wrappers (the thin kind, not the fancy thick ones), do they bake w/ both or do they bake in one and then placed the cooked cupcake into a 2nd wrapper. Also why do this, just for looks?

I think they bake in one then add the second. I've done it this way before, usually because I don't get the color I wanted from the wrapper once it has baked.

I was thinking they must bake in one then later place inside another. I am going to bake some cuppies for a friend and she bought cute wrappers and I knew the colors would not look so pretty once the cuppie is baked so I want to do the double wrapper - was kinda hoping I could just double up the wrappers at the beginning - less work.
