Considering trans fats are banned here I doubt CA will pass a cottage food law, there would be too much oversight required and county health departments are already understaffed. Unless the CFL imposed significant fees or taxes that paid for the additional health dept headcount required.
The difference is that TX has no law banning trans fats, so a CFL that allowed home bakers to operate without oversight was possible. A similar law cannot exist in CA because of the trans fat ban.
Of course a CA CFL is still possible, but it would have to require (and pay for) home kitchen inspections.
