Gel color mixed with vodka will give you a water color effect.
If you want a matte finish then you can mix gel color with a drop of white and some vodka then add powdered sugar until it's the consistency of poster paint.
It covers completely, just like acrylics and dries matte.
What do you mean when you say "white"? White frosting, egg white, marrange powder, or just white gel color?

You should get one (or more) of those china plates with small wells that artists use. To mix any one colour, you would put a drop of gel into one well, and mix in the vodka drop by drop. The right amount is when you get the right shade using your paintbrush onto a scrap of fondant.
Every paint job is going to take a different amount. You should always test on the actual fondant you used to cover the cake or item that you want to paint, because the actual shade will change if the base fondant has a tint.
If you need more paint, then you would start with more gel. Of course you can mix a larger amount and store it in tightly capped bottles.
