Why Is My Magnolia's Cake Not Rising?

I recently started taking Wilton cake decorating classes and we had to bring in one cake and I noticed that all except 1 were about 2 inches high. The one whose cake was higher used the same pans as I did, so I don't know what I could be doing wrong.
I used the baking strips on the pan and don't think I overmixed the batter. I used the Magnolia vanilla birthday recipe on here. Are some cakes just not supposed to rise a lot? The recipe says it makes 3 9"x2. I cut the recipe in half and just made one 9".
Any suggestions?
