Help In Making Elmo's Goldfish Dorothy...in Edible Fishbowl?

Making an Elmo cake in September. Making RKT elmo, covering in modeling chocolate and sitting him on top of cake. That part I have down. But I would like to have Dorthy in her fishbowl between his legs and arms with him hugging the bowl. And I want the bowl/water/Dorothy to be edible. Water i figured gelatin. With Dorothy, would a fondant or GP figure hold in the gelatin without melting? Thought to put it in about halfway through the gelatin's hardening process. My big ? is the fishbowl. I have seen clear poured sugar (like a cindrella slipper I recently saw on here that was soooo pretty!). But logic tells me (duh) that the gelating would melt a sugar bowl. Anyone have ideas? It would be easy to do a live fish in a glass bowl...but would love to figure something else out! TIA!
