A customer called based on a referral from someone else. She stated
she had tasted a cake I baked and she "truly" enjoyed the cake, and
was interested in me doing a cake for a family venture to serve 200.
She doesn't want anything fancy, sheet cakes, with one having a picture
of a family member; edible image. My issue; she wants samples..and should I charge her for the samples. I need feedback as I seem to
be struggling with this.

Why would she need samples if she's already had your cake and truly enjoyed it?
But to answer your question, most would charge her for the samples. If she books, then you could take that sample charge off of her total bill.
But again, nothing fancy, she admitted she truly enjoys your cakes. So why the need for samples? It might be more work than it's worth.
She liked your cake and wants samples?
I would offer to sell her a $25 8" round in whatever flavor she chooses to "taste" if she is curious before placing her order. I usually don't offer free tastings for cakes under $200 anyway.
