Gummy Tops On My Cupcakes

Hello,
Does anyone have any ideas why the tops of my cupcakes are gummy? My recipe is 1 box chocolate cake mix, 1 pkg. instant choc pudding, 4 eggs and the oil and water are as the directions on the box. I also throw in about 6 oz. of chocolate chips. The cupcakes taste incredible I just don't like the gummy tops. Please share your tips or ideas, thanks!

are you covering then when they're still warm??

No, I pull them out of the pan usually within 15 minutes and set them on a cooling rack. Hmmm, now you have me wondering if I did cover them too soon before I went to bed last night. so you don't think there's anything going on with my recipe to make it too moist?
