Smooth Icing On Cupcakes

I have decorated cupcakes with buttercream before.
How do I get a smooth icing on the cupcake as in the following:

I wasn't sure if this was poured icing or fondant or buttercream. If poured icing.....does it taste just as good as buttercream?

That looks like some kind of poured icing to me. Hopefully someone can tell you what it is...I am curious, too.

I've iced smooth with buttercream before. I just use the same smoothing technique I use on a regular cake. Time consuming, but it works.
