I will be making Transformer themed cupcakes and need to keep the cost down. The simplest solution seems to be stenciling the logo on each cupcake with some royal icing.
If I'm making my own stencil what kind of material should I be using to cut from? Would a velum work? Any suggestions?

Stencil plastic. It's for sale next to the stencils. Take Exacto knife. Cut out pattern.
