Do a search for threads on home businesses in Virginia, there's a lot of information on here already. You'd have to contact the Department of Agriculture to get started.
You need to call this number, tell them you need a package mailed to you because you want to start a bakery from home.
They will mail it, and that is how you start in VA. I don't have insurance, but people here in CC say you just need to call your insurance and tell them what you need. Around $400 a year.
