My first attempt at a cupcake bouquet and it was a distaster. First the icing slid off the cupcakes and then the cupcakes started sliding off. I read to freeze them, frost, and attach with toothpicks. Any ideas to remedy this situation.

What I did was bake my cupcakes the day before I needed them, sat them out to cool. Meanwhile, I made my butter cream icing and allowed it settle (in the refrigerator).
The next day, I stuck the tooth picks in the bottom of my cupcakes, then I iced them. If you try to stick a tooth pick in them the same day, you're going to have a hard time.
Also, try sticking 2 or 3 tooth picks in them instead of 1. I had the same problem until I did all of the above.

What Used instead of toothpicks was Skewers I had cut down, much thicker and stronger. I frosted the cupcakes the night before and put them in the fridge over night. Took them out and put the pointed end of the skewer in the bottom, twist it a bit and it goes in, to make the hole then stuck them on the skewer that was already inserted into the foam ball. I also used a glue gun and hot glued the bottom of the liner to the foam as I stuck it on the skewer. Then filled it in with silk flowers and it was done.
