Plain swirl cc's cost between $1.50 and $3.00 depending on your geographic location, with fondant or other elaborate deocration another $.50 - $1.00. Cupcake decoration can be very time consuming.
here are clown cc's from CC:

you could frost the cc to look like a beach ball then pipe the wilton clown sitting down onto cc

A plainly iced cupcake (swirl of bc) I price the same as a serving of cake, because it's just about the same size.
I price mine at $1.25 for a standard size cc w/buttercream frosting and a medium sized fondant flower. The lowest I've gone was $1.00 a piece for the same thing--it was for my work. That project had the potential of becoming into something every month.
Mine are $2 each. The cupcakes are filled and have buttercream frosting. Quite often they have sprinkles. For anything on top (such as a chocolate shell or grad cap) they are $.25 more. I have sold a lot of cupcakes this summer!

The cupcakes sold here (Alberta, Canada) are between $3.75 and $4.75...The Safeway here sells their cupcakes ("fancy" ones) for $2.75.
