Unless your customer is set on that picture, you can go to coloringbookfun.com and they have a couple of pages you can print off.

search under peter pan and/or neverland

hmmmm... Goodness knows I'm just a rookie, but - perhaps for some objects, you could elevate them with wire a bit - I'll try to describe better:

Select a few objects (a few flowers, Tinkerbell, butterflies, maybe even Peter) and make them out of gumpaste. Then take wire and sink it into the cake and connect said obects to the wires ... they would not have to be much higher than the cake at all, but should give a 'magical' 3D effect. Perhaps even vary heights of the wires.

Wispy cotton candy atop the clouds?
Luster dust on the water?
Selected items made of gumpaste/fondant laying directly on the cake?

So you could have
buttercream layer as base, some flat gumpaste/fondant right on BC, elevated gumpaste, luster dust and so on.

It looks good in my head, anyway!! LOL

Great idea Lizamlin...I think I will try that too!!! I wish I could do an edible image also but I don't have access to one in time and I don't have an edible image printer!!

Now Kiddiekakes I have seen your cakes! I know you could pull that off! lol. I really like lizamlin's ideas! You could even make some of the 3d items with buttercream. Good luck and don't forget to post the picture!!
