I'm in desparate need for the chocolated icing that taste like tootsie roll.
Does anybody have the receipe?

I've used the recipe below to mimic tootsie rolls themselves. I would try thinning this recipe out to use as a frosting.

3 cups powdered sugar
6 tablespoons baking cocoa
3/4 cup powdered milk
1/2 cup butter room temperature (no substitutes)
1/2 cup light corn syrup
1 teaspoon vanilla

Mix together all ingredients.
