I had looked into this previously, as I wanted to start importing supplies on a large scale.
There are separate licenses for import and export, retail and wholesale. If you are stationed overseas, I believe the first thing you need to do is find out if you are allowed to own such a license, as it may be considered a conflict of interest.
Then you will need to find out if you must be licensed by both the country you are in and/or the country you are a citizen of. If you are in or from the UK, you will need a VAT number (value added tax).
If you are a US citizen, you will need an EIN (employer ID number), also known as a Federal Tax ID number. You can obtain this online, at no charge.
Then you must check with your state and local government, to see if any licenses are required there.

i have my ein number just not sure what to do to get my retail License..military have already approve me to sell cakes out of my home....thank for the response..i live on base
In the US, retail licenses are issued by the state, and sometimes the municipality, you are in. Where I live, you are required to have both. Do you plan on selling your products to civilians in the surrounding area? If so, then I would suggest you contact their government center to find out what is required. If you only plan on selling them on base, then you will have to inquire as to whether you need one to sell products there, since they do not collect income taxes for businesses.

yeah going to only sell on base..im not sure what state i should try to contact to get the retail License from....
