Newbie ? About Attaching Ribbon Roses

This is my first ever post so excuse any faux pas.

I want to attach 100% fondant ribbon roses in clusters and not just on one even level. I want to place them on top of the cake covered in fondant and along the bottom next to a wide satin ribbon. I think they might be too hard to use toothpicks. I've only attached fondant with water, so how do I get them to be at different heights? Will bc be too soft? And will bc attach to the ribbon? And then if I use bc next to the ribbon will the grease spots spread requiring Pam or wax paper on the outside of the ribbon?

Sorry if this is obvious but this is only my third fondant cake and first time using 3D decorations like roses.
