How about using royal icing or color flow? There are instructions in one of the Wilton books that shows how to make a church (it's for a wedding cake but I'm sure it can be adapted to what you need)!

why not make it out of gingerbread? (which is going to be more stable and sturdy than graham crackers). using candy melts like colour flow would work well (once while making a castle cake, my candy-coated ice cream cones that i was using for the spiked roofs kept splitting, so i stuffed a few disposable piping bags with paper towels, and then painted them thickly with candy melts, and then when dry i emptied out the bags and then removed them from the resulting candy cones).
