Looks like that was made with a textured rolling pin and then cut out afterwards. As to a 'household' item that you could use.....a marker cap? Very small but usually ridged......
I wonder if you pressed an actual ribbon with a deep texture pattern into the fondant you could get that effect?
It is done by texture rolling pins, their are a few places you can buy them.
here are some samples. sugarcraft and countrykitchen sell some too.

In the last issue of American Cake Decorating (with the Texas A&M hat on the cover), the decorator used this texture on the ribbon around the hat. It looked like he used a threaded rod/bolt with no end cap. You can get them at the hardware store - very cheap - and in various lengths. It would make the gros-grain texture.

I have seen texture put on a fondant ribbon by running the fondant and a piece of lace through the pasta machine together....just fyi.....I think this needs something stiffer like the rolling pins...or marker caps if you're doing a mini cake ....thanks guys!!

wasn't that an awesome cover?
Look for a rolling pin called a smocked ( or smocking ) roller. They sell it at countrykitchensa.com and sugarcraft!
It could be an impression mat. I have one with lines on it that looks pretty close to this.
Agree. I have an impression mat that is similar but not as tight a pattern; maybe do a search under impression mats

Expensive!!! Really??? I've been pricing around for a while and I thought they were reasonable. You usually pay that price for and 8".
Guess I'd just like to have a lot of them for different pattenrs, but at $20 each, they aren't something you can really pick up a few of at a time..... well at least I can't!
So, I went to my local baking supply store (Kerekes) and found the perfect tool. It is a small acrylic roller, maybe the size of a fat pencil. It's perfect for bows.....I bought a diamond pattern as well....
They have a huge supply of all size rolling pins....I love that store! Thanks guys! I'll post pictures by Saturday....
