How Do I Make A Shopping Bag?

Hello everyone!
For those who have done a shopping bag cake, I need your expertise!! I think I can figure out how to do the actual bag, but how do you make the tissue paper coming out of the top? Fondant or gumpaste? Do you you shape it and then let it harden before placing in the bag, do I need to carve out the top of the bag a little before putting the tissue in it?

Any tips or advice you can give would be greatly appreciated!!

I have used a mixture of gumpaste and fondant so it dries quicker and holds the shape better. You can use fondant but I found that my MMF fondant never really gets hard and doesn't hold shape as well as retail fondant. Shape the tissue and use an upside down egg carton to hold the shape while air drying.
