I need to make small ones to decorate shower cupcakes with.

I believe it is in course I or course II of Wilton. I remember we made small ones in class. Do you have thoes books?

The way I do it is : I take tip #32 and make an oval about the size I want then I do another smaller oval on top of that off center ( to be like the cuff of the bootie) then in a shade lighter or darker than the color you used for the bootie I use tip #3 or #4 and make a bow in the front of the top oval.
