Does Mock Twinkie Filling Need To Be Refrigerated?

I'm in the middle of making mock twinkie filling:

Does this need to be refrigerated when I'm not using it? Also, if I fill it in a cake, does the cake need to be refrigerated? Thanks.

I never made that filling before. However, with the ingredients listed, I definitely would because of the milk in it.
