I'm doing a frozen buttercream transfer and the picture has some highlights in it. I was thinking about using luster dust for the highlights. Is this possible?

if it is super super crusted and you brush very very gently, it can work. you can probably count on a few streaks in the bc though if you cover big patches, but hightlights, it should be fine.
