The best way is to buy a cheap pair of high heels from a store. Rip them apart so you have the sole exposed and the heel attached still.
Blow your sugar bubble, stretch it into a tube, and begin shaping it and pressing it against the shoe form. This will flatten the base of the bubble and give it the curve you need. gently blow and shape it to a pointed shoe form and let cool. With a hot knife cut out the top of the bubble to create the appearance of a shoe. Decorate the raw edge you just made with a pulled sugar band. Attach the heel and it's done.

I know this may seem obvious, but how do I keep the hot sugar from sticking to the soul of the shoe, or will it just pop off when it cools?

If you are using blown sugar it won't stick to the shoe. Just keep it moving, keep shaping it and be patient.
