How about a square cookie and write diploma on it, add some gold dust to it? You could use a marker or icing to make the edges like a rolled scroll?

Have you tired looking at the cookiesbydesign or beautifulcookies.com?
They usually have themed cookies you can get ideas from.
Type in 'decorated graduation cookies' into google and you'll get other sites too.
And, sometimes the cutters sold by coppergifts.com have decorated samples. Check out their grad cookie cutters for ideas.
I ordered a wonderful copper cookie cutter from www.coppergifts.com. They are based in Kansas and are excellent quality.

I saw a humorous cartoon the other day that had a grad holding a diploma that read "will work for food" ... maybe you can incorporate some humor.
