One you make it and let it rest, and then knead it, it should rollable, moldable and pliable. It firms up as it sits into a tootsie roll texture. It is terrific on cookies.
You can make the embillishments ahead and store them in an airtight containter until you want them. They won't spoil, but they are better before the start to really dry out. I have some in tupperware that I have had for months, that are still great.
