I think those are done with Edible images. The pattern is printed on frosting sheets then cut to fit the pattern.
My first thought is air brush. I would air brush (or spray colors) use a verticle line pattern then turn that pat on its side and spray again.
I don't know exactly how to do that but I was making cookies for Valentines day and half accidentally created gingham look. I just covered the whole thing white and then used a very fine tip to draw colored lines into the white icing while it was still wet. It worked well and since the colors sort of blended it looked very soft and pretty.
I agree with KakesandKids. This looks like an edible image to me. I see on their site that they do 'photo cookies' as well, so they obviously have the equipment.
You could probably do something similar, either by painting/drawing on the royal icing, or get a plaid stencil and spray the color on.
